These women are "maiko," or geisha in training. I was lucky enough to actually randomly walk into this celebration, which introduces a maiko that has completed her training to the community. They are now on their way to becoming full geisha. This celebration is very rare because it can take up to 5 years to complete training in Kyoto. I was very lucky and happened upon it.
