In 1999 Archie Blackwell spent a year in Kosovo following the NATO intervention helping to rebuild the Kosovo Police Service.

This film is an exploration of the ethnic cleansing and subsequent war and its effects on the people seen through the eyes of an old-country Texan. With opinions of Kosovar Serbs and Albanians, we get a picture of their lives then and now and explore the future of independence.
