
Anti-Flipping Task Force Press Conference

The AFTF achieved significant progress towards meeting its mission during its second year:
* Utilized Partnership with Hilbert College and i2 Software Company “ibase” program to create analysis for Attorney General Cuomo’s office in first major fraudulent flipping case in Western New York.
* Made over 117 referrals to law enforcement partners including information used in case brought by Attorney General Cuomo against eBay® user Joseph Furan who was engaged in a house-flipping scheme.
* In conjunction with Attorney General’s office and City of Buffalo attorneys, worked with eBay® to remove sellers who posted properties in violation of City of Buffalo In Rem anti-flipping provision.
* Investigate specific patterns of flipping activity brought to us by members of the community.
* Respond to requests from law enforcement partners and city, state, and federal agencies for data and research.
* Created additional maps that illustrate patterns of flipping and foreclosure for use in advocacy efforts to curb flipping and fraud and for educational purposes.
* Created an AFTF website to capture attention of local and international community (www.buffaloflipping.com). Respond to inquiries and complaints received via website from community residents, investors and real estate professionals.
* Continued to evaluate policies and procedures at all levels of government that contribute to flipping. Conducted meetings with appropriate officials and staff to discuss implement solutions.
* Federal subcommittee worked with HUD and city officials to see a dilapidated property on Gold Street demolished by HUD rather than being listed for sale. Vacant lot was purchased by adjacent neighbor. Advocated for policy to continue this vital collaboration.
* Development of local legislative and policy proposals that combats flipping including implementing proposed changes to the auction procedure and property manager oversight.
* Evaluation and development of state policy and legislative measures including appraisal reporting requirements, mortgage broker regulation and other proposals.
* Provided oral and written testimony at common council and state legislative hearings, on issues relating to MBBA properties and foreclosure notification ordinance, and to illustrate the impact of abusive lending practices on flipping and foreclosure in Buffalo.
* Respond to requests for input from Rep. Brian Higgins on Reclamation and Revitalization Act, a bill that offers opportunities to provide resources to address vacancies in cities like Buffalo.
* Conducted second seminar for real estate and community housing professionals in December at Erie Community College’s downtown campus. Seminar provided continuing education and continuing legal education credits.
* Produced Community Seminar to inform the public about AFTF efforts to stop fraudulent and unethical flipping practices. Seminar was taped and shown on public access television.
* Produced AFTF Brochure
