Ive recently got a new video editing program called "Ulead Video Studio 11.5 Plus"
Its a great program for using effects as it has many available, such as "Reverse" "Playback Speed" "Colour Correction" and Many filters, such as "Lens Flare" "Fisheye" "Distort" "Glow" "Find Edges" and many more.
I recommend this program to anyone who is looking for easy-to-use effects because they dont know how to work After Effects (Me) LoL.
