Swim to the bottom of the pool and release enough air to remain flat on your back at the bottom of the pool. Making sure your mouth is parallel with the surface of the water above push your tongue between your lips.
At the same time you quickly draw your tongue back into your mouth send a puff of air around the outside of your tongue between your lips.
with practice it is easy!
