Is this normal? Do you want this to be so? Or is it a Bug?
We detect the user's current frame rate within Flash and if it drops below anything ridiculous (I think something around 10FPS) we switch the quality to LOW which boosts the framerate back up to 25-30FPS. Therefore the quality will only jump to low quality if your computer is running slow. We realize that all the elements in the player look pretty bad and the video is slightly degraded, but it's worth the improvement if you are trying to watch something in HD at fullscreen.
We're also about to release a new version of our player that should fix and improve some of these problems.
But I have a fast PC, and when I change it to high quality it works perfectly, so why don't you let the user choose if he wants high or low quality?
OK, maby this will be possible in the new player...
