    Uh no.... H264 is not Flash Video. H264 is a sort of quicktime hybrid MPEG codec as far as I know... But a good rule of thumb for anybody, is the better the quality in, the better the quality out. Flash is gonna smash the crap out of anything on encode, but MPEG4 or DV codec stuff will look way worse than some other CODECs (say PhotoJPEG dialed at around 68% quality...which would kick butt over either). Basically the more compressed the original file is, the worse it will look. Blake, if a user is encoding their own flash, will the site take it without a re-encode ? Or are we all conforming to a given setting thats optimized for Vimeo ?
